can I add text effects such as italics, bold, underscore, etc.?

Hello Mayor Cooper,

You can certainly add those effects to your site. How to do so is dependent upon the program you are using to create your page. If it is a What You See Is What You Get (WYSIWYG) editor, there should be some buttons, much like a word processor, to allow you to bold or italicize any words you like. If you are coding, you will simply need to surround the desired words in the proper HTML tags for bold and italics (<b> </b> and <i> </i> respectively)
