What you are asking is definitely possible, but whether you yourself can implement this on your website will depend on your knowledge of creating websites. If you're a novice, but you have no problem learning, it is definitely possible. There are many solutions to your problem, but basically what you will need to do is register the user BEFORE they can see the content of your website. So, what you create for presentation to the public will be a webpage that can be seen by anyone, but then after logging in, only registered users will see the other screens. The solutions for this kind of thing usually involve a Content Management System such as Joomla where you can easily control what a public/non-registered user sees, versus a registered user.
Would you better off paying someone to do this for you? Possibly. It depends on how much time you're willing to commit to the project yourself, otherwise, you should hire a developer or website designer to create it for you.
