I'm sorry to hear that you're having issues with the Adwords voucher program. This was originally a program that had been enacted with Google many months ago. Unfortunately, the offer has since expired. Were you trying to use it with a recent account? Or are referring to your primary account? We just wanted to clarify in order to make sure that you had received a new notice in error.
