I would be glad to help, but the problem is that I do not see your account. The information that you used to register into the support center does not link to a hosting account with us. I would need to see your account to verify that there are no permissions issues. If you do not have an account with us, I would check that with your technical support.
I also reviewed the issue in Prestashop's forum and there was only one indication of a similar issue so it doesn't seem to be a widespread issue.
Please provide a domain name if you have an account with us and I would happy to look further into the issue for you. Also please indicate what version you are trying to upgrade to.
