I attempted to contact Bing Ads on your behalf using that phone number and they are willing to assist, but need account specific information from you.
I recommend contacting Bing directly, so you can provide your Bing account information, or replying to the private email I sent you, so I can get the information needed for Bing to provide a new promo code.
