I have seen this issue before and it is within Outlook. I am unsure how to fix it. Do make sure the Outlook is up to date with the latest patches from Microsoft. You may want to make a new profile within the outlook and then test from there. As it is within the Outlook, you may want to check with Microsoft (either live support or forums) for a resolution.
