It appears that Builder is already installed for your account. Make sure that you're logging in with your Cpanel user name (not your AMP email address). By default, the Builder uses this user name for the login. If you continue to have trouble with the login - call into live support and they can immediately reset it for you and keep that information private. If we were to resolve it here it would be published to the Support Center website which is open to the public.
