My Admin URL has been changed after I back up files and install new version.
After that my website shows an under construction page.
So I tried to edit My admin URL but that can not be edited.
How can I open my website and access to the Admin page?

You said that you installed a new version, so it's possible that the URL has changed based on the location of your installation. It looks like somehow you moved all of your files to a very obscure directory structure. Could you clarify exactly what you did to cause this?

Now I can open my website but I can not access to the admin page.
I upgraded my magento to the new version.

It appears that you have a new install for your website. I'm not sure what you're using to login with, but I can see the Magento admin login page here:

ulpshop.com/admin

If you need to recover your username and or password, then please review the article from Magento on Resetting the Administrator password.
