You're running into a common problem with playing video on the web. If the file is not formatted with a format setup for streaming, then the video player will attempt to load the file before playing it. Due to the length of the video (in HD), it will take a long time as you are seeing. At this point, that is most likely the problem - you may not have encoded the video correctly for playback on the web. Check out this article on the issue, it should help to clarify the problem:

Additionally, while we do allow video playback on the hosting with Web Hosting Hub, please remember that it is not a hosting server optimized for heavy video playback. We highly encourage offloading playback to video services like YouTube or Vimeo. This not only helps with the website performance, but also with playback because video-dedicated services will have optimized networks for this type of playback.

Unfortunately as you've already seen yourself older versions of Internet Explorer might not handle long HD videos well.
The rendering engine for IE8 is pretty slow and outdated, IE9 is better, but still not on par with either Chrome or FireFox. Being that you're running IE8 on XP I'm assuming that you could possibly be using slightly older hardware as well. The combination of old software and old hardware trying to play a newer HD video seems to be the issue at hand here more than likely.
I created a test page for you at http://52weeksofbeauty.com/video.html using more direct embedding than what it seems like you've created in SiteSpinner. You might see if doing it this way alleviates the delay in playback you're seeing with older versions of IE.
If that's still not working for you, unfortunately I'm not sure what else would be necessary. It seems like this could simply be more of a web browser issue than anything you can set on the server side.
