Can I set up a user to have phpmyadmin access without cPanel access?

I'm setting up a server with a friend with a forum and a small front site. I would also like to use this site for a personal blog, a way to market my own writing, etc., all of it separate from the forum. I would like to give him access to just the FTP and database for the forum and front site, but I don't want him to have access to the other sites. When I link directly to the phpMyAdmin, it asks for the cPanel login info. Is there a way to give him access to phpMyAdmin without giving out the main cPanel login information?

You can certainly set up phpmyadmin for access without having to go through cPanel. I have an article here that takes you through that process.
