I spoke with a T2c and had him review your account. You didn't give us enough detail to be absolutely sure of the cause of the problem, but we were going to take a few guesses. The first possibility is that you're trying to login to the database remotely. If that is the case, then you may need to change your settings and actually set it to login as "localhost" since the MYSQL server is actually local to the web server. You will not be able to flush the MYSQL, only the Tier2c or System admins here will be able to do that.
