In researching the issue, it seems this can be a problem that has shown up as recently as Drupal 7.12. I was able to install a test Drupal installation and several themes with no issue so far. We would need more information specific to your situation so we can attempt to duplicate and test the issue. I see we have had our support team take a look already and it would be best to allow them to continue. They will need this specific information to do so.
You may submit an email to email@example.com so they can move forward with your investigation. Please give Drupal version number, theme name, current cpanel password so they can access the proper area just as you do, any specific steps you are following, and account verification of either the current cpanel password or the last 4 digits of the credit card on file. They will be able to take a detailed look and see if there is a workaround for you.
