I'm sorry to hear that your going to move. It sounds like you're changing the domain name since you mentioned the $8.99 domain. I'm assuming you're not going to change the domain name, since that would make it more difficult to transition your blog. It does appear that you're using a WordPress blog. If you're going to be moving your blog, you should take it in steps (you can use our migrate WordPress article for more details on the process):
1)Make complete backups of your WordPress site and its database
2)You should plan to take your site down for a few days if you don't want to go through the headaches of changing the database more than once. Every time your readers (or you) make a change to the blog, there is a change to the database. So, if you intend to move it somewhere, it's easiest to freeze it at one point so no changes occur, move it, and then reactivate it. Take your backups and migrate them to the new server (you can use a FTP client to move them to your new server).
3)You will need to plan the change of name servers - there is a period called propagation that occurs when you change the address of your hosting service (based on the name server settings). This is generally up to 24 hours and can be less. During this time, web servers are being updated with the change in address. It doesn't happen simultaneously.
4) When the propagation period is up, then your domain name will be pointed to your new server. You can then open up your Wordpress site in the new location, test it and make sure that everything's working as it should. If you were using custom permalinks, you will need to set them to DEFAULT, save, and then reset them to the format you were using.
There's a little more detail to it (and you can use the guide I linked above to help with that), but that's basically the steps. The most difficult part will probably be migrating the database. But Wordpress generally makes it pretty easy to get all the parts back together again.
