Catteneo did a great job of answering the question! Yes, if you are looking to add another site to your account, there is no need to purchase additional hosting, just the domain name itself from within the AMP.
Once purchased, you can set it up as an addon domain, that is the option to have a completely separate domain.
The adwords credit is per hosting account, so any addon domains do not get additional credits, but if you purchased another hosting account for some reason, it would be included there.
The builder tool is free for the first license per hosting account. If you wish to use that for a second site, there would be an additional licensing cost of $1 per month, paid annually at $12 per year. That is completely optional, however.

1. Create a subdomain. This option is free and is good if the new site is related to your current one. You can have all you want. This will give you a site named in this format:
Just create a folder and then use the cPanel (Domains > Subdomains) to create the subdomain and point it to the folder.
2. Buy a domain name and add it to your current account. This only requires that you register a new domain name ($11.99 at Web Hosting Hub. Other registrars vary but you'll get added benefits if WHH hosts it for you). Once you own the domain name, point the nameservers to WHH (this is automatic if you register it here). There is no additional charge for web hosting.
With option 2, you can add the domain as an Addon Domain or as a Parked Domain (You probably want the former as a parked domain is used to redirect people to your primary domain).
I'm not sure about all of the perks. You should still have access to the web builder, etc., but I think the $75 addwords may only apply if you register an entirely separate account and pay the annual web hosting fee.

Also, note that email is dealt with separately. By default, email will be directed to the domain or subdomain that it is addressed to. But you can easily point it to your primary domain by using forwards or redirects.
