I'm sorry you're having trouble with the PayPal option in the eShop for Premium Website Builder. When you have PayPal selected for the payment option in eShop and you go through the checkout process, a separate tab or window will be opened in your browser for PayPal. If you are not seeing the other tab or window for PayPal, it's possible that either you have security settings in your browser that prevent that from opening or there is a conflict with the browser.
I tested your site (you can delete the two test orders) and while I was able to recreate the issue in Chrome, I had no trouble with the cart in Firefox. Unfortunately, the eShop sometimes has conflicts with browsers that are compatible with the builder. You can resolve this issue by using a browser that is compatible with the builder:
- Internet Explorer 5.5 and above
- Mozilla 1.4 and above
- Firefox 1.0 and above
