How can I get a new email preview to pop up if logged in to roundcube, but looking at another site?

Hello DAKtherapist,

Unfortunately, the webmail clients work through the browser and will not show popups like that for RoundCube. You might want to use another email client like Thunderbird or Outlook for example. These programs will have much more functionality for that type of thing. Thunderbird is free and made by Mozilla. Whereas Microsoft Outlook is typically a part of the Microsoft Office set (and is not free).
