When trying to setup free shipping in open cart, it only works when I click on all zones. I only want all USA to have free shipping. I am based in KY.

Hello Lindsey,

The best way to do that is to create a GeoZone for the US and add all the states to that zone. Then, simply set that GeoZone to free shipping.
