Can I set up blog template before transferring site from old host?

I bought a wordpress blog template and would like to get started on it, and my old host is Bludomain. Do they have cPanel? Can I start getting my new site up before saving the old? How on earth do I set up wordpress?

In the 101 course (wordpress introduction) you may want to checkout the Installing WordPress on your Temporary URL article. This will allow you to get set up before you point your domain to our servers.
