php statement mysql_pconnect is returning "Blocked Server"

Site was working, but with old data. I loaded newer data into the tables and now the php program fails to connect to the database at all. The error I'm getting is: mysql_pconnect() [function.mysql-pconnect]: Host 'whub39.webhostinghub.com' is blocked because of many connection errors; unblock with 'mysqladmin flush-hosts'

Hello,

Sorry to hear that you're having problems with a blocked server for your MySQL database. The problem is that since you requested this issue to be addressed anonymously, we cannot handle that issue through the support center. You will need to submit a verified support ticket. Verification is done by providing either the Account Management Panel (AMP) password or the last 4 digits of the credit card on the account. Indicate that you need the hosts to be flushed, and the support team will address your request.
