I am wondering if I set up a paypal acct., when money is transfered to acct. and I am notified of transaction completion, I want to transfer money to a second acct. automatically. Is this a question for paypay or can I set up a php function to achieve this?

You will need to ask PayPal how to do this. All money transfers through PayPal are done at PayPal's end.
