mailing list like listserv - possible?

Listserv is a mailing list where anyone can send an email to the list's email address and all subscribers get a copy. Can this or something like it be installed at webhostinghub? (Note: NOT phplist please, that's someting else)

Listserv cannot be installed on our servers for use as it will require either a root or a super user.
