As you have your site blocked by a coming soon plugin I am unable to duplicate your issue with a 404. I did, however, install the same plugin on my our test account and can access the cart area without issue.
It is not necessary to have an SSL for the shopping portion as it is only an option for the checkout area, which is set to No by default, so this should not be affecting anything unless you set it to use the SSL. In that case, you may get a 404. You will need to set it back to No until you get an SSL if that is the case.
As for the odd box settings behavior, I am not experiencing any of it. I am able to change everything without any interference. This usually means there is another plugin or theme interfering with the affected plugin.
To test that, you will want to disable all other plugins and set the theme to a default. Then check your settings area again. If it is working, then enable the plugins and theme one by one, checking your settings area after each one to see which one is causing the issue.
Plugins are not an area we can support as they are third party to a third party software, so if the issue persists, you will want to contact the plugin developer for a code fix.
